The Sacramento County Office of Education (SCOE) is one of 58 county offices located throughout the state. The 700 full-time and over 2,500 part-time staff of SCOE work year-round providing services which complement and supplement those offered by public school districts in the County of Sacramento. SCOE directly educates more than 30,000 children and adults, provides support services to over 228,000 students in 16 school districts, and plays a leadership role in the delivery of quality education to the students in Sacramento County.

The Sacramento Public Library, with its 26 city and county library branches and two bookmobiles, provides open access to diverse resources and ideas that inspire learning, promote reading, and enhance community life. The Sacramento Public Library is the fifth largest library system in the state and is the information hub of all the libraries in central Northern California. The library reaches out to bring people and reading together, often for the first time, through programs for toddlers, pre-schoolers, school-age children, teens, adults, and families. Other library services offered include Books-by-Mail, Dial-A-Story; Dial-A-Book, adult literacy; after-school homework centers; two college and career centers, and telephone reference. Books and materials are available in non-English languages, including Spanish, Chinese, Russian, Vietnamese, Persian, and Hmong.

Founded in 1849 as California's first incorporated city, the City of Sacramento provides over 400,000 citizens with a full range of municipal services, including streets, utilities, recreation facilities, culture venues and public safety using a city council - city manager form of government. Citizens are represented by eight elected council members (each being responsible for a separate area of the city) and a directly elected, full-time mayor. Day-to-day operations are managed by a City Manager, Department Heads and approximately 5,000 employees. The City provides a wide variety of contact points for its citizens' convenience, including public safety centers, community centers, planning/building centers, senior centers, recreation centers, bill-pay locations, a 24-hour call center, City Hall and the Internet.

The Sacramento Housing and Redevelopment Agency is a Joint Powers Authority created as a public agency by the City and County of Sacramento in 1973. SHRA is the lead public agency and public developer for the city and the county regarding affordable housing, public housing and redevelopment projects and issues.
